S&P cuts Italy ratings one notch, outlook negative (Reuters)

REUTERS ? Standard and Poor's downgraded its unsolicited ratings on Italy by one notch to A/A-1 and kept its outlook on negative, a major surprise that threatens to add to concerns of contagion in the debt-stressed euro zone.

The single currency skidded over half a cent to $1.3606 after S&P said the cut reflected its view of Italy's weakening economic growth prospects.

Italy's fragile governing coalition and policy differences within parliament will likely limit the government's ability to respond decisively to the challenging domestic and external macroeconomic environment, the agency said.

"In our opinion, the measures included in and the implementation timeline of Italy's National Reform Plan will likely do little to boost Italy's economic performance, particularly against the backdrop of tightening financial conditions and the government's fiscal austerity program," said S&P.

The move from S&P came as a surprise as the market had thought Moody's was more likely to downgrade Italy first. Moody's last week said it would take another month to decide on its action.

The downgrade came as Greece struggles to meet demands from lenders for yet more austerity measures.

"It's just more of the same negative news," said Stephen Roberts, a senior economist at Nomura in Sydney.

"It only adds to the contagion risk over Greece and has encouraged the flight to safety in markets here," he added, pointing to a sharp fall in the Australian dollar on the news.

S&P 500 futures also dropped 0.7 percent and early hopes for a bounce in Asian shares on Tuesday looked to be still-born now.

European stocks had already slid on Monday, while yields on Italian and Spanish bonds rose sharply on fears of a Greek default, compounded by the failure of EU finance ministers to agree new steps to resolve Europe's debt crisis at weekend talks.

International lenders told Greece on Monday it must shrink its public sector and improve tax collection to avoid running out of money within weeks as investors spooked by political setbacks in Europe dumped risky euro zone assets.

Finance Minister Evangelos Venizelos held what Greece termed "productive and substantive" talks by telephone with senior officials of the European Union and International Monetary Fund after promising as much austerity as necessary to win a vital next instalment of aid.

Before the talks, which will resume on Tuesday evening after meetings of experts through the day, the IMF representative in Greece spelled out steps Athens must take to secure the 8 billion euro loan payment it needs to pay salaries and pensions next month.

PHOENIX ? Arizona can help small businesses expand and create jobs by following Utah?s lead and using tax credits to stimulate investment by venture capitalists, a group of business leaders and investors told lawmakers Monday.

?This is a great town to start a business in,? said John Kowalski, founder of a group calling itself the Arizona Growth Foundation. ?We just have to make sure that we can continue that development and get them the funds they need to grow.?

Kowalski told the group of lawmakers that small business owners are worried because traditional sources of capital are drying up.

The group is proposing legislation that would create a system of tax credits administered by an oversight board that would offer as incentives to both in-state and out-of-state investors.

The idea is modeled after the Utah Fund of Funds, a $300 million program created in 2006 that offers an alternative source of capital to entrepreneurs in that state.

In effect, the program has the state using tax incentives to minimize the risk for those looking to invest in small businesses.

The group is proposing that Arizona start its own program by offering $100 million in tax credits.

?Properly written and properly implemented, a program like the Utah Fund of Funds could generate thousands and thousands of jobs,? Jeremy Neilson, former managing director of the Utah Fund of Funds, told the lawmakers.

Neilson said Utah?s program had created over 3,000 jobs and created a $60 million net increase in state tax revenues.

Sen. Michele Reagan, R-Scottsdale, said lawmakers owe it to constituents to evaluate such options in the interest of creating jobs.

?The only way that companies are going to have the ability to hire new people and grow is with venture capital being infused into our economy,? she said.

Sell-by dates should be removed from food packaging to help cut waste and save shoppers money, ministers say.

The UK throws away about ?12bn of edible food each year and critics say confusing packaging is partly to blame.

New government advice says firms should include only use-by or best-before dates and remove sell-by and display-until labels relating to stock control.

The British Retail Consortium said a better approach would be to educate people on what the dates mean.

The Department for Environment, Food and Rural Affairs (Defra) says five million tonnes of edible food is discarded by UK households annually - the equivalent of ?680 for a household with children.

Environment Secretary Caroline Spelman said confusion over food labelling was responsible for an estimated ?750m of the ?12bn edible-food wastage each year.

'Not relevant'

"We want to end the food labelling confusion and make it clear once and for all when food is good and safe to eat," she said.

She wants confusing stock rotation information - such as sell-by dates - removed from packaging altogether.

Compliance with the new guidance is not required by law, although Defra says businesses are legally bound to label food with either a use-by or best-before date.

Its guidance says foods likely to require a use-by date - meaning they could become dangerous to eat - include soft cheese, ready-prepared meals and smoked fish.

The Food Standards Agency (FSA) is backing the new advice.

"We always emphasise that use-by dates are the most important, as these relate to food safety," said its head of hygiene and microbiology, Liz Redmond.

However, food writer Rose Prince told Today she doubted the science employed by manufacturers to set use-by dates and said perishables such as eggs and yoghurt could often last much longer.

The guidance was produced in consultation with food manufacturers, supermarkets, trade associations, consumer groups and the Waste and Resources Action Programme (WRAP).

The British Retail Consortium argues the government is tackling the problem of food waste in the wrong way.

Food Director Andrew Opie said a better approach would be to educate consumers so they are clear on the difference between best-before and use-by dates.

"Helping consumers understand that food past its best-before date can still be eaten or cooked could contribute to reducing food waste and saving people money," he said.

"The government should be spreading that message, not focusing on retail practices."

What is the Cost of Investing Money?

For many investors the costs of investing money have been hidden within the plan. Investment bonds are a real example where the set up costs can easily exceed 10%. On the second page of an illustration you will see the cost of the product if you encashed the day after investing so be sure to read that.

Other investments can have large up front costs such as ISAs and unit trusts but many investors are missing a trick here as they don?t have to pay these costs of typically 5.25%.

Using a discount broker is not an option for many as there is no protection for the advice as you will often be offered the plan with no advice.

Knowing which funds to be invested into is key to making sure your money is managed carefully.

For example the best fund in the active managed sector returned 40% over the last five years and the worst returned -22%. The difference in risk between the two is also amazing with the worst fund being 81% more risky then the best.

And so receiving bespoke fund advice is essential but it doesn?t have to cost the earth. A fee based Independent Financial Adviser will separate the cost of the plan and buy at the cheapest possible rate. Today I can buy most funds at no up front cost.

This is also true of customers who would be switching funds. In many instances when a customer has an annual review they would be switching from one fund to another and would incur the same up front fee of c5.25%. Whilst some fund supermarkets etc have this discounted down to c2% once again there is no need to pay the fee at all.

This is particularly worrying for lower risk funds as their return is likely to be lower and so that fixed cost is crippling.

Another hidden charge is within ?guaranteed? or ?protected/structured? investments.

They are marketed as having ?no explicit charge? which of course to most people means there is no charge at all. This is highly misleading. These arrangements are created using very complex financial instruments and sold as simple plans but are far from that.

When the provider is creating the plan they decide what margin they take at the beginning by offering you a lower participation in the upside of the growth of the plan. Furthermore in order to create an extra margin for themselves they provide the ?protection? or ?guarantee? by moving down the quality of the company providing that guarantee.

So for example if the protection was being offered by the government that would come at a greater cost than that offered by one of our many ?in trouble? financial institutions that are used to provide the ?guarantee?. Its no surprise that banks regularly come up with these arrangements on quarter by quarter basis as their profit is immense.

The same is true of pensions although their costs have plummeted over the years. Within a pension you will be offered access to a range of funds and the above costs can easily apply.

Beware cheap imitations of the well known investment funds. Mirror funds are a copy of the real fund with an extra charge layered in. A recent article that I did showed that a customer was 36% worse off over three years by investing into what they thought was a Fidelity Special situations fund but was actually a ?mirror? version.

You will find these typically inside investment bonds and pensions so be careful. One of the easiest ways to identify them is the fact they normally have the providers name in front of it. So Fidelity special situations will be AIG Fidelity special situations for example. These costs are dramatic but disguised so be careful.

French prosecutor to probe claim of cash to Chirac (AP)

PARIS ? A judicial official says the Paris prosecutor's office is opening a preliminary investigation into the claims of a French lawyer that former President Jacques Chirac received suitcases of cash from African leaders when he was in office.

The financial division of the prosecutor's office will question Robert Bourgi, who claimed to be the go-between, about his allegations that also target former Prime Minister Dominique de Villepin. The official requested anonymity Tuesday because he isn't authorized to speak publicly.

Chirac and Villepin have said they'd sue Bourgi for defamation.

Bourgi claimed that some $20 million in illegal cash was delivered to Chirac and other politicians between 1995 and 2005.

A preliminary investigation determines whether the case should be pursued.

Vintage and modern Ferraris will be on display on Saturday at the Vail Valley Jet Center, including a 1987 328 GTS, a 1999 F355 Spider, a 1992 512TR, a rare 1997 355 CH, and a 1984 Mondial. ?A limited number of Ferraris will be on display on Sunday in Vail Village.

Saturday?s Event
Saturday?s Wheels and Wings Show at the Vail Valley Jet Center will be open to the public from 10 a.m. ? 3 p.m. ?The cost is $5 for adults, and children under 12 years old are free.

Nearly 200 cars and motorcycles are expected to be on display. ?Awards will be given in nine car classes, including Muscle Cars (1962-1972), Street Rods, Supercars, Custom Cars, American Pre-War Classics, American Post-War Classics (1941-1961), European Pre-War Classics (1941-1961), European Post-War Classics, European Sports Cars, and Custom Transporters. ?Motorcycles will be judged in the Vintage (pre-1972), Custom, and Sport classes.

Over 30 aircraft will be displayed over nine categories, including Single Engine Piston, Twin Engine Piston, Turbo Prop, Helicopter, Large Jet, Medium Jet, and Small Jet. The War Birds and Experimental classes will be judged for their respective best in class. Aircraft to be displayed include a Hawker 900; Hawker 4000; Falcon 2000; Gulfstream G550; Pilatus PC-12; Pilatus PC-7; Cessna 182 Skylane; Stemme S10; and aircraft from Kodiak, Bell, Bonanza, and Husky. ?Aircraft will be judged in two classes: ?Experimental and War Birds.

Activities are scheduled for children of all ages, and emergency services vehicles and staff will provide tours of ambulance, police, sheriff, and fire vehicles. The Experimental Aircraft Association will be taking sign-ups for the Young Eagles Chapter, which will open this fall here in Eagle County.

The Mechanical Air & Space Museum is a display of scale model aircraft and astronaut gear, and is the private collection of local Ted Tannis. Other organizations will provide information on their programs, including Wings Over the Rockies Air & Space Museum, and the Eagle County Aviation Association.

Music will be provided by local radio station and event sponsor KZYR. In addition, Motor Trend Radio will be broadcasting from the event throughout the day. Guests are encouraged to spend the day at the Jet Center in order to take advantage of giveaways that will include t-shirts, hats, posters and more. With food and beverages provided Occasionally Keegan, Dusty Boot, and Vail Mountain Coffee & Tea Company, guests should bring their appetites! But, please, do not bring dogs, alcohol, or bikes.

The awards ceremony will take place at 1:30 pm and is open to the public. Following Saturday?s event, participants and sponsors are invited to take a mountain cruise along Highway 6 from the Vail Valley Jet Center to the Westin Riverfront Resort & Spa for a cocktail reception at Restaurant Avondale.

New in 2011
New this year, the Wheels and Wings show will offer helicopter rides provided by Copters for a Cause from 10:15 a.m. ? 2:30 p.m. in 10 to 15 minute increments for $75/adult and $65/children under 12. Proceeds will benefit Jack?s Place and Angels in Action. ?For more information about the charities benefitted by the 2011 Wheels and Wings Show, please see page 3.

Airplane rides will be conducted by Due West Aviation Flight School for $75/adult and $65/children under 12 in 110 to 15 minute rides from 10:15 am ? 2:30 pm. ?Attendees are encouraged to arrive to the show when the gates open to sign up for helicopter and airplane rides as these are sure to sell out!

Also new to the Wheels and Wings Show is the Car Corral, where individuals may display their car for sale on Saturday, September 10 only at the Vail Valley Jet Center. ?The Car Corral is for cars only, and these cars will not be judged. ?Registration fee is $50. ?Participants are encouraged to register online at www.vailautomotiveclassic.com.

Sunday?s Event
Sunday?s show of cars will take place throughout the cobblestone streets of Vail Village. ?This year?s display will include the award winners and other world-class cars in our own world-class resort,? notes Landin. ?This kind of show in Vail is a real treat, showcasing the art of the machine in this amazing Rocky Mountain ski resort town. And, everyone can enjoy the Vail Farmer?s Market and Oktoberfest in Lionshead at the same time.?

Benefitting Local Charities
Two charities will be awarded a portion of the proceeds from the Wheels and Wings Show.

Angels in Action is an annual 5K family fun/run/walk in Avon, Colorado, which raises funds for the Chrissa Lea Swinford Scholarship Fund (CLSSF), established in May, 2001 after the untimely loss of Chrissa at age 25 in a motorcycle accident. ?Each year since, the Swinford family has issued college scholarships ranging from $1,500 to $4,000 to one or two graduating young women from Battle Mountain High School.

Jack?s Place provides safe, convenient and comfortable day or overnight accommodations for cancer patients and their caregivers while the patient receives treatment at the Shaw Cancer Center. ?Named after Dr. Jack Eck, a longtime and beloved Vail-area doctor, Jack?s Place provides a wonderful haven of tranquility and well-being for the patients of the Shaw Regional Cancer Care Center.
