Publication History

The Episcopal Diocese of Illinois was founded in 1835. It split into three dioceses (Chicago, Quincy, and Springfield) in 1877. Conventions were held in most, but not all, of the years of the diocese's history.

Man gets 2 years probation for punching cops at church

STERLING -- What does refusing to leave a church basement, plus punching two police officers, plus stuffing your clothes in a jail cell toilet equal?

For 59-year-old Cope resident Richard Rohde, it meant pleading guilty to felony menacing and receiving a two-year probation sentence.

Rohde had originally faced charges of assaulting a peace officer, obstructing a peace officer and criminal trespass before the judge accepted a stipulated plea agreement Thursday.

Public Defender Garen Gervey said Rohde suffered a nervous breakdown on Dec. 23. According to the arrest affidavit, Rohde refused to leave Sterling's Zion Church and struggled with Sterling Police Department officers who tried to contain him.

The affidavit says he punched SPD officer Russell Baca in the face and back of the head and SPD officer Kent Keller (it didn't specify where), and ripped open Baca's uniform before he was "drive stunned" with a Taser in the abdomen.

Officers continued to struggle with Rohde until he was placed in a detox cell at the Logan County Jail, where he, "asked if we were going to kill him," "if this is how someone is initiated into being an American," and said "this is what happens in Obamaland."

He then laughed like "Woody Woodpecker" at the officers, removed his clothing, splashed water from the toilet onto his body, put his clothes in the toilet and flushed it, according to the affidavit.

The officers sustained only minor injuries.

"He continued to be pretty erratic, pretty noteworthy," said District Judge Charles Hobbs, after clarifying Rohde had to be stunned during the incident. "It's a little bit more than losing your temper."

Gervey said Rohde has "improved dramatically" since the incident and has been taking medications while in jail.

Deputy District Attorney Travis Sides said some of the concern he had stemmed from what he said during the incident, which also included "This is fun," and "If this were Denver, I'd be dead."

"Such behavior is not normal, to say the least," Sides said.

But he also said officers didn't give Rohde any drug tests after the incident, and there were no prior reports that he was using drugs. The only history with drugs he has comes from a controlled substance possession conviction, Sides said, but that was from 1993.

Neither explained what caused the breakdown, but Gervey said Rohdes was just looking to get his life back on track now.

Still, Rohde will have to submit to drug and alcohol and mental health evaluations as a condition of the sentence.

Many are caught for their fins, a delicacy in Asian soup. The fins are sliced off and the animals are often dumped alive overboard to die of suffocation or eaten by other predators.

Protection for endangered sharks may have lagged because they are relatively unloved compared to animals such as pandas or lions, even though they usually kill fewer than 10 people a year worldwide.

An estimated 97 million sharks, or 1.41 million tonnes, were caught in 2010 compared to 100 million in 2000, according to a study in the journal Marine Policy, the first to estimate the number of sharks killed annually.

"We are now the predators. Humans have mounted an unrelenting assault on sharks and their numbers are crashing throughout the world's oceans," said Elizabeth Wilson, manager of global shark conservation at The Pew Charitable Trusts.

A meeting of 170 nations in Bangkok from March 3 to 14 will consider limits on trade in hammerhead sharks, oceanic whitetip sharks and porbeagle sharks to curb over-fishing. Great white sharks, whale sharks and basking sharks already have protection.

"More has to be done. Some species are really hanging on by a thread," said Boris Worm, a marine biologist at Dalhousie University in Canada, who was lead author of the study with other experts in Canada and the United States.

Demand in Asia for shark fins, a delicacy in soup, is a main driver of catches that also target meat, liver oil and cartilage.

The small fall in catches from 2000 to 2010 may be an encouraging sign of steps to outlaw finning by the United States, Canada, Europe and Australia in the past decade, Worm said. And China plans to phase out shark fin soup in official banquets.

But it may be a sign that sharks are getting harder to find because there are fewer in the oceans, he told Reuters.

Unloved fish

Sharks killed seven people worldwide in unprovoked attacks in 2012, down from 13 in 2011 but above the average for 2001 to 2010 of 4.4, according to the International Shark Attack File compiled by the University of Florida.

On Wednesday, a New Zealand man was attacked and killed by a great white shark.

Friday's study estimated that between 6.4 and 7.9 percent of the world's sharks are caught every year, depleting numbers since sharks grow slowly, have few offspring and numbers can only rebound at about 4.9 percent a year.

Pew urged delegates at the Bangkok meeting of the Convention on International Trade in Endangered Species to agree more protection for sharks and rays.

Worldwide there are about 500 species of shark, ranging from the dwarf shark that can fit in the palm of a hand to the whale shark, the largest fish in the oceans that can grow up to 12 metres (40 feet), the length of a bus.

A third of those species risk being wiped out, according to the International Union for Conservation of Nature.

Apple?s iBookstore now available in Japan

Apple has launched its iBookstore in Japan, bringing content from a variety of publishers to its Japanese customers. Offerings include both indie publications and major titles, digital exclusives, and titles enhanced specifically for the iPad. This brings the total number of countries where the iBookstore is available to 51.

Content offered in the iBookstore in Japan will include works from Bungeishunju, Gakken, KADOKAWA, Kodansha, and Gentosha. According to Apple, some of the authors whose work can be found via the service include Jiro Akagawa, Ryu Murakami, Atsuko Asano, and Shyotaro Ikenami. Many Japanese authors and publishers have showed their support for the iBookstore launch in Japan, with KADOKAWA?s chairman saying that the service allows them to offer a reading experience otherwise unavailable.

As with the iBookstore elsewhere, users in Japan will have access to a multitude of content categories spanning both fiction and non-fiction, including cookbooks, biographies, picture books, and more. Free content is available as well, depending on the title. Users who want to use the service can grab the iBook app now for the iPod Touch, iPhone, and iPad.

Apple?s Senior Vice President of Internet Software and Services Eddy Cue had this to say: ?We?re excited to launch the iBookstore in Japan with a wide selection of Japanese publishers and authors. We think customers are going to love how engaging and interactive the books are to read, and how beautiful they look on iPad.?

Twitterverse often differs from broader public opinion: study

A year-long study from Pew Research found that what's said on Twitter isn't always in line with public opinion at large, often differing sharply from a broader slice of the American public. But surprisingly, it doesn't always lean the same way.

The study began in January 2012, cataloging responses to such high-profile events as the race for U.S. president and the State of the Union address.

For some of these topics, such as President Barack Obama's re-election and the ruling on same-sex marriage, the reaction on Twitter tended strongly toward the liberal side of the issue. For Obama's re-election, 77 percent of reactions on Twitter were positive and 23 percent negative, compared with a nearly 50-50 split in traditional polls. And hardly any of the reaction to California's gay marriage ruling was negative on Twitter: Just 8 percent, compared with 44 percent of people polled publicly who gave a negative opinion about the issue.

These particular biases might be expected by some, considering Twitter's demographic skews younger, more urban and more tech-savvy. But on some issues, the social network's bias tended toward the conservative.

The nomination of Sen. John Kerry for Secretary of State in December resulted in just a trickle of positive responses on Twitter ? 6 percent, while 32 percent had a negative opinion, and 62 percent were neutral. But public opinion showed a substantially higher 39 percent of respondents being supportive of Kerry's nomination.

Similarly, for the president's second inaugural speech, nearly half of people polled nationwide had a positive opinion, and 22 percent a negative one. Compare that to Twitter, on which a meager 13 percent gave positive expressions ? and twice the number of people gave neutral or don't-know responses.

Pew's conclusion: Twitter is simply not representative of the American public, both because it excludes older and less wired folks, while including those under age 18 and people living in other countries.
