The murder rate, if it holds steady for this year, will be lower than when President ?lvaro Colom took office in 2008. Yet he has not capitalized on this ahead of the Sept. 11 election.
I know that I got a couple of angry voice mails the last time I said this, but the number of murders committed so far this year in Guatemala is down from the same period last year.
Skip to next paragraphInitially, Prensa Libre reported that murders increased during the first seven months of 2011 compared to the first seven months of 2010. A few days later, however, they had to retract that headline to instead read that murders actually declined. Oops.
During the first seven months of 2011, 3,366 people were murdered. While that number is still alarmingly high, it is down from the 3,434 murders committed during the same period in 2010. If the numbers remain steady for the rest of the year, Guatemala will finish the year with roughly 40 homicides per 100,000 people.
This rate would be lower than what it was the first year that President ?lvaro Colom took office when Guatemala had a murder rate of 43 per 100,000 in 2008 and much better than 2009 which had a rate of 46 per 100,000.
Now again, it's not to say that things are rosy in Guatemala. We know that they are not. And focusing on the total numbers of murders might not be the best way to measure citizen insecurity or to assess the effectiveness of the current government in combating crime. However, this is where President Alvaro Colom and his wife really are to blame for not having a candidate to represent the coalition of UNE-GANA, two of the country's largest political parties.
They have no candidate out there talking about how 2008 and 2009 were terrible in terms of the country's murder rate, that 2010's murder rate improved slightly, and that the improvement seems to be continuing this year.
Maybe then there could have been a serious discussion of what has and has not been working over the last twenty-four months. Is police training working? Is The International Commission Against Impunity in Guatemala (CICIG) working? Are people and businesses paying extortion fees and no longer being killed? Or are the numbers wrong and the police have been incorrectly counting the number of murder victims?
Instead, Guatemala has a bunch of candidates and political parties demonstrating how tough they can be on an out-of-control crime situation and an international community ready to call Guatemala a failed state because of the escalating levels of violence in the country at exactly the moment that the murder rate is improving. Again, the murder rate is just one measure of crime. You would want some multidimensional measure of crime to better measure overall crime. And the Mutual Support Group (GAM) is always quick to say that it is not just the number of murders but their gruesomeness that is really sickening.
Unfortunately, if you want to find a country where the murder rate appears to be going up you only have to look south to El Salvador. As a result of a violent August, murders are up nearly 2 percent from the same period last year. As of last week, 2,755 Salvadorans had been murdered in a country with about one-third the population of Guatemala.

Protesters now want increases in education and health care spending, pension and labor code reform, even a new constitution that would give voters the chance to participate in referendums ? a form of direct democracy previously unthinkable in a country only two decades removed from a 1973-90 military dictatorship.
"As long as there aren't responses from the executive to the demands, this movement will continue," university student leader Camila Vallejo vowed.

Chile's much-praised economic model of fiscal austerity and private-sector solutions has failed to deliver enough upward mobility to a new generation whose members see how their country compares to the rest of the world, said Bernardo Navarrete, a political analyst at the University of Santiago.
"The promise that they have made us during the military regime and during 20 years of the (center-left) Concertation (government), and during the era of Pinera, is that education was a way to climb up in society, and the students noticed that this wasn't true," Navarrete said. "They know that Chilean universities are the most expensive places to study, that advancing in higher education depends more on the university you leave than your own merits, that success isn't guaranteed."
Some of Pinera's ministers tried to reach out to people who feel they can't afford the quality education that Chile's best private institutions provide.
Economy Minister Pablo Longueira told a meeting of executives Thursday about a father who told him that he could afford to send only one of his two children to college. "If this was my reality, I would be marching as well," Longueira said. "This is what we have to change in Chile."
Others in the ruling coalition took a harder line. The governor appointed by Pinera for the Bio Bio region, Victor Lobos, blamed the protests on unwed parents, saying 65 percent of Chilean children now are born outside marriage.
"Today Chile is a country without family. I warned this would bring social conflicts to Chile," Lobos said. "A child that doesn't receive anything, doesn't receive affection, the loving attention of a father and mother and their protection, shows up in the streets with hate."

The paper also said the documents showed the Libyan prime minister wrote a letter to Obama in June, in which he addressed him as "Mr. President," and politely complained about Washington's "unprecedented decision" to confiscate Libya's assets.
It said Democratic congressman Dennis Kucinich, a Democratic congressman who voted against NATO military action in Libya, declined a Libyan approach to visit as part of a "peace mission."
The plan was for Kucinich to meet "senior Libyan officials, including Gaddafi."
"Because of the efforts I had made early on to bring an end to the war, I started to get calls from Libya, including from the prime minister," the Guardian quoted Kucinich as saying.
"I had several requests to go to Libya. I made it clear I could not negotiate on behalf of the administration. I said I was speaking as a member of Congress involved in the issue and willing to listen to what they had to say. But given that Libya was under attack, it did not seem a promising place to hold meetings."

A team led by Professor John Gabrieli has shown that activity in a specific part of the brain, known as the parahippocampal cortex (PHC), predicts how well people will remember a visual scene.
The new study, published in the journal NeuroImage, found that when the PHC was very active before people were shown an image, they were less likely to remember it later. "When that area is busy, for some reason or another, it's less ready to learn something new," says Gabrieli, the Grover Hermann Professor of Health Sciences and Technology and Cognitive Neuroscience and a principal investigator at the McGovern Institute for Brain Research at MIT.
The PHC, which has previously been linked to recollection of visual scenes, wraps around the hippocampus, a part of the brain critical for memory formation. However, this study is the first to investigate how PHC activity before a scene was presented would affect how well the scene was remembered. Lead author of the paper is Julie Yoo, a postdoc at the McGovern Institute.
Subjects were shown 250 color photographs of indoor and outdoor scenes as they lay in a functional magnetic resonance imaging (fMRI) scanner. They were later shown 500 scenes -- including the 250 they had already seen -- as a test of their recollection of the first batch of images. The fMRI scans revealed that images were remembered better when there was lower activity in the PHC before the scenes were presented.
The precise area of activation was slightly different in each person studied, but was always located in the PHC.
In a second experiment, the researchers used real-time fMRI, which can monitor subjects' brain states from moment to moment, to determine when the brain was "ready" or "not ready" to recall images. Those states were used as triggers to present new visual scenes. As expected, images presented while the brain was in a "ready" state were better remembered.
The finding adds a new element to the longstanding question of why we remember certain things better than others, says Nicholas Turk-Browne, assistant professor of psychology at Princeton University, who was not involved in this study. Traditionally, scientists have believed that memory is based on the inherent memorability of specific events, with strongly emotional events likeliest to be remembered. More recently, cognitive neuroscientists have found that the brain's ability to consolidate, store and retrieve information is also important.
"The significance of this study is that it suggests that beyond the inherent memorability of things, and how well the memory systems are working, there's a huge role to be played by how well prepared you are to process what's coming in," Turk-Browne says.
In theory, this method could be used to determine when a student is best prepared to learn new material, or to monitor workers who need to stay alert. "That's what we would like to think -- that we are able to measure states of receptivity for learning, or preparedness for learning," Gabrieli says. "In terms of how that would be translated to real life, there are still a few steps to go."
The main hurdle is that fMRI scanners are very large, and at this point, they cannot be made into small, portable devices. A possible alternative is using electroencephalography (EEG), a more easily miniaturized technology that measures electrical activity along the scalp. The researchers are now working on ways to use EEG to measure activity in the PHC.

PITTSBURGH (Reuters) ? St. Louis outfielder Allen Craig repaid his manager's faith in him by hitting two home runs to lift the Cardinals to a 7-2 win over the Pittsburgh Pirates on Wednesday.
Craig, in his second year in Major League Baseball, had failed to record a hit since returning on August 10 from a fractured knee cap that sidelined him for two months.
St. Louis manager Tony La Russa was sure the young player could still deliver.
"I watched him when he was healthy (and) I said it several times -- I'd like to get him in the lineup," La Russa told reporters. "The guy's already proven he deserves playing time."
Craig proved his worth by smashing a two-run homer in the opening inning where the Cardinals went ahead 3-0, then added a solo blast in the seventh to give the visitors a 5-2 advantage.
St. Louis added two more runs in the eighth and finished with 15 hits, four from Craig along with three from Yadier Molina, to cruise to a much-needed victory.
"It was definitely a big win to stop things there and end this series with a win," Craig said. "It would have been tough to lose this game."

The Cardinals (66-58) are seven games behind leaders Milwaukee (72-51), who beat the Los Angeles Dodgers on Wednesday.

ANCHORAGE, Alaska (AP) ? Large herds of Pacific walrus have begun gathering on the northwest coast of Alaska, again forsaking sea ice for sand in what has become a symbol of climate warming in the region.
A contractor taking part in federal marine mammal aerial surveys over the Chukchi Sea spotted about 5,000 walruses Wednesday on a beach north of Point Lay. A second herd of 3,000 walruses rested a short distance away.
In winter, Pacific walruses are found at the edge of sea ice in the Bering Sea. Older males remain in the Bering Sea for the summer, but mothers and their young ride the edge of sea ice as it melts north through the Bering Strait and into the Chukchi Sea.
Female walruses and their young have come ashore during late summer and fall in four of the last five years on Alaska's northwest coast. The phenomenon began after sea ice melted far beyond the relatively shallow continental shelf to waters of the deep Arctic Basin.
Walrus can dive to 600 feet to find clams, snails and other food on the ocean bottom. Water beyond the continental shelf can be 10,000 feet or more.
In 2007, several thousand walruses gathered on Alaska's northwest shore for the first time. They returned in 2009, and last year gathered in unprecedented numbers. Upward of 20,000 animals were counted near Point Lay, an Eskimo village 300 miles southwest of Barrow and 700 miles northwest of Anchorage.
Walrus face danger from stampedes when they gather on shore. More than 130 mostly young walruses were crushed in September 2009 at Alaska's Icy Cape in a disturbance that could have been caused by a polar bear, human hunters or an airplane.
"Walrus are sensitive to human activity and to machine activity," said U.S. Fish and Wildlife Service spokesman Bruce Woods. The agency has already issued alerts to pilots and coastal communities asking that airplanes stay at least 1,500 feet above herds and a half-mile away if it's safe. Likewise, hunters in boats have been asked to stay a half-mile away to avoid spooking walrus herds.
Woods said the herds could continue to grow. Sea ice in Arctic waters generally melts through mid- to late September.
"We could see bigger concentrations," he said.
The walruses were spotted by a COMIDA flight, which stands for Chukchi Offshore Monitoring in Drilling Area. The aerial surveys are funded by the Bureau of Ocean Energy Management, Regulation and Enforcement, which oversees offshore petroleum drilling, and coordinated by the National Marine Mammals Laboratory. A 2008 sale sold 2.76 million acres in leases of Chukchi Sea ocean bottom and Shell Oil hopes to drill during the open water season next summer.
U.S. Geological Survey scientists plan to be in Point Lay next week to tag 35 walruses with satellite radio tags that will monitor foraging activity from shore. The tracking project is part of a study on how walruses respond to reduced sea ice.

He plans to call again for a "balanced approach" to reducing the deficit, with revenue increases alongside spending cuts, the officials said, also suggesting job measures may be included to offset painful cuts.
The super committee is due to unveil a compromise package on November 23 that must be agreed by Congress by December 23.

On Wednesday, the president was wrapping up a three-day bus tour through Minnesota, Iowa and Illinois in which he has been repeating well-tread proposals to boost hiring, including free trade legislation, payroll tax cuts and highway repair work.
Obama said on Monday that he would put forward an economic growth plan to address jobs and the deficit when Congress returns from its summer recess. But at the time, he disclosed no details of what the package might contain.

TOLUCA, Mexico (Reuters) ? Few people had heard of the 'Hand with Eyes' before the drug gang dumped a severed head in a working class neighborhood outside Mexico City.
A crudely scrawled message at the crime scene in March said, "'The Hand with Eyes' takes its time but never forgets. Last chance to get the hell out of the Valle de Mexico."
The upstart gang formed just last year is already believed to be responsible for hundreds of murders, taking the kind of brutal bloodshed common in cities on the U.S. border closer to the Mexican capital, so far largely untouched by the mayhem.
Prosecutors say it is one of several new, hyper-violent groups splintering off from major drug cartels and earning a reputation for gratuitous violence.
"Before (the cartels) killed when it was necessary. Not like now. Now they kill as if it were sport," said Alfredo Castillo, a state prosecutor in the industrial town of Toluca, about an hour outside of the capital.
A breakaway group in Toluca formed from the largely dismantled Beltran Leyva cartel, the 'Hand with Eyes" -- or "Mano con ojos" in Spanish -- is fighting with a local rival, the 'Cartel del Centro' to control street-level drug dealing.
When President Felipe Calderon took office there were only around four major criminal organizations operating in Mexico.
Now, almost five years after he sent the military to try to crush the cartels, some security analysts say there are at least a dozen competing for survival.
They prove themselves with escalating acts of violence and earn extra cash by branching into parallel criminal enterprises like kidnapping and extortion.
"It seems like every day we hear of a new group. There are more than I can count," said a U.S. official in Mexico.
The changing cartel landscape is a liability for Calderon heading into presidential elections next year. He cannot run again and his ruling party is struggling to overcome poor approval ratings due in part to the violence.
Security will present a major challenge for the next president since the violence that has killed 42,000 people since late 2006 is unlikely to stop after the election.
THE GODFATHER
In a victory for the government last week, police arrested the leader of the 'Hand with Eyes' gang, Oscar Garcia, one of more than 20 top capos to be killed or captured by Calderon's government. A former marine, Garcia admitted to killing 300 people and ordering the murders of 300 more.
Calderon and U.S. officials working with Mexico to help combat drug violence say they are systematically weakening the cartels by attacking the command structure.
But the strategy of going after top cartel brass may be backfiring as others step into the void and assume control.
"As you pull out the leadership of the organization it creates confusion, nobody knows who is in charge," said the U.S. official, asking not to be named.
The expansion of Mexico's drug trade -- which rakes in an estimated $40 billion per year -- can also fan internal rivalries and divisions. Poppy cultivation in Mexico jumped 500 percent between 2003 and 2009 while marijuana growing tripled, the U.S. government says.
"When an organization gets too big, the No. 2s also get very ambitious and they think they are not getting a fair share of profits so you start to get break-away groups," said Mexican security analyst Alberto Islas. "It's like a divorce."
Many trace Mexico's drug trade back to a single figure, Miguel Angel Felix Gallardo, a former policeman dubbed "The Godfather," who built a national cocaine smuggling network in the 1980s by linking up with Colombian traffickers.
After Gallardo's 1989 arrest, four major criminal organizations grew out of his empire. More splits followed.
The Beltran Leyva brothers, who worked for Joaquin "Shorty" Guzman, the head of the Sinaloa cartel and Mexico's most wanted man, broke away and forged their own cartel in 2008.
One of the brothers was killed in a shootout with marines a year later, prompting a further split into at least three new gangs, including 'Mano con ojos.'
The smaller groups do not control major cross-border trafficking networks like their larger rivals so they often drum up extra cash with kidnappings, extortion rackets, people-smuggling, carjacking, audio and video piracy and oil and cargo theft, analysts say.
One of Mexico's most brutal gangs, the Zetas, was once the paramilitary wing of the Gulf cartel but now fights its former employer in Tamaulipas and the business city of Monterrey.
Among new groups to emerge in recent months are the Knights Templar, a group espousing pseudo-religious beliefs that split from "the Family" in Michoacan state after its leader was killed.
Vanda Felbab-Brown, a researcher at Washington's Brookings Institution, said the split made little difference to locals.
"Where the state presence is minimum, it doesn't matter if its a bigger group or a smaller group, their lives are still dominated by crime gangs," she said.

Scientists have discovered how cancerous cells can ?elbow? their way out of tumours, offering clues for new drugs to prevent cancers spreading.
They say they have identified a protein called JAK which helps cancerous cells generate the force needed to move. Writing in Cancer Cell, they say the cells contract like muscle to force their way out and around the body.
Cancer Research UK said the study provided fresh understanding of ways to stop cancer spreading. When cancers spread, a process known as metastasis, they become more difficult to treat, as secondary tumours tend to be more aggressive. It is thought that 90% of cancer-related deaths occur after metastasis.
JAK attack
Scientists at the Institute of Cancer Research, who investigated the chemicals involved in cell migration in melanoma ? skin cancer ? say cancerous cells can move in two ways. They can ?elbow? their way out of a tumour or the tumour itself can form corridors down which the cells can escape. Lead researcher Prof Chris Marshall said both processes were being controlled by the same chemical.
There is a common theme of using force, force generated by the same mechanism ? the same molecule, called JAK, he said.
JAK is not a new culprit in cancer. It has been linked to leukaemia, so some drugs are already being developed which target the protein.
?Our new study suggests that such drugs may also stop the spread of cancer,? Prof Marshall said. ?The test will be when we start to see whether any of these agents will stop the spread. We?re thinking of clinical trials in the next few years.?
Dr Lesley Walker, Cancer Research UK?s director of cancer information, said: ?A huge challenge in successfully treating cancer is stopping it from spreading around the body, and keeping cancer that has already spread at bay. Discovering how cancer cells can funnel grooves though tissues, to squeeze away from primary tumours and spread to new sites, gives scientists fresh understanding of ways to stop cancer spread ? literally in its tracks.?
